Tingzhe was a politician, he wanted an ideal country..a Utopia of sorts. They deemed him insane even though he was not. He was a meticulous scholar, a great mentor. His rebellion cost him his life. Unknown to him, he had a royal bloodline so his form in hell was uncontrollable..it was a huge dragonic form that he himself feared. Iseii helped him to obtain a puppet vassal to contain his damaged soul. Later he learned to control his element and power. He has three demi human forms. This is his second form. Tingzhe controls the education system in hell. And he hates Sotsu because of certain obvious reasons.
