Elitheus Scathermeyer Eugen is the 3rd officer in Chaos, Paranormal Sectus I, specializing in handling bioweaponry and living units. He is the one who pleads for the life of the experimental failures created by Hippocrates and the organization. Using his own scientific expertise, he crafts them into more refined units and treats them like his children. The other officers nicknamed him Father of the paranormal.

Because of his units' natural habitat and purposes, Eugen's territory is in the catacombs of Zentrum where he carries out his duties and conducts experiments. Over time, the units increased in number and trespassers were devoured, causing the underground caverns to be littered with carcasses and bones.

The units flying above Eugen are called Harps. The ones in the water are called Floaters, they're electrical parasites who are similiar to hermit crabs, using bones to protect their innards. When provoked, they unleash a violent charge of electricity which can instantly kill anyone walking in the waters. Eugen usually walks around with machine legs made from rare Zenmetal which resists electricity. The walls of the catacomb are part metal to resist the laser beams. Eugen uses a laser gun in the catacombs because the restricted area disallows the usage of a sniper rifle and YES OMFG HIPPOCRATES IS A NOSY BITCH WHO SENDS HIS OWN UNITS TO WALK AROUND WITH PEOPLE.
